FED:Govt narrowly votes down youth bill

The federal government has narrowly avoided a constitutional minefield .. defeating
an opposition youth allowance bill it says was invalid.

Speaker HARRY JENKINS had determined a Senate bill on student income .. proposed by
Nationals' senator FIONA NASH and passed by the upper house earlier this month .. was
unconstitutional.

Mr JENKINS today said he'd received advice that the draft laws appropriated money ..

and so required a message from the governor-general to be able to be considered by the
